A one-time, twenty percent increase in dollars granted reflects the Foundation’s commitment to community-driven solutions, urgent needs and long-term equity.
In 2025, the Saint Paul & Minnesota Foundation made a thoughtful and strategic decision to increase its grantmaking beyond the amount indicated in its spending policy — a clear signal that the complexities facing communities in this moment require additional resources and support.
With an additional $3 million in funding, the Foundation awarded general operating support to 19 organizations doing critical work in our communities.
These unrestricted dollars were meant to give community partners the flexibility to meet rising community needs, respond to growing complexities and lead with vision.
“Our community partners are being stretched strategically, financially and operationally,” said Alfonso Wenker, Senior Vice President of Community Impact. “This wasn’t just a financial decision. It was a values decision. Our job is to be responsive stewards of community resources, and right now, that means doubling down on our mission and values by directing more resources.”
This urgency was echoed at every level of the Foundation. Through creative consideration and discussion, leadership and board members worked to align resources with rising needs, grounded in trust and shared values.
"In this time of increasing instability, we take seriously our role as a community foundation,” said President & CEO Chanda Smith Baker. “We are committed to doing what we can to support our partners as they work to maintain the consistency, dependability and continuity of the essential services they provide."

Doubling Down on Community Leadership
The Foundation’s Community Impact and Audit & Finance committees of the board approved the draw unanimously, authorizing the release of an additional $3 million for general operating grants. The Foundation’s team prioritized organizations that are community-rooted, equity-focused and experiencing urgent or compounding needs.
“We knew this was not a time to hold back,” said Alfonso Wenker. “The selected partners are among key leaders driving systems change, strengthening communities and helping communities navigate this moment. We saw this as an opportunity to double down on their leadership.”
A Philanthropic Call to Action
While this was a one-time increase in grantmaking, the Foundation sees it as part of a larger, long-standing commitment to community-centered philanthropy that listens deeply to community, acts decisively and adapts in the face of new challenges.
The Foundation sees itself as part of a broader effort to respond to the moment.
“We’re proud to join a growing number of peers locally and nationally thinking creatively about how to be responsive amid complexity,” said Wenker.
For the 19 organizations that received these responsive grants, the impact goes beyond dollars. It’s about solidarity, momentum and the freedom to do the work that matters most.
